This project was carried out as a part of an invited competition between four national participants to design a $30,000,000 civic center for an emerging community in the Inland Empire area east of the city of Los Angeles. The project proposed the formation of fundamental civic space and physical and formal structure for the developing city. The composition of civic buildings included an innovative parking 'garden', a civic courtyard, city hall park, and a series of intimate public spaces in the landscape plan. The entry tied for first place in the early stages of the judging. As a part of central services for the civic center, a 2000 square foot child care building was designed with adjacent parking and park and play space, including a vegetable garden and greenhouse for the use and enjoyment of the children.
